Councilman Zimmerman was elected the 10th Mayor of Sugar Land on June 11, 2016, after serving four years as the At-Large, Position 2, City Councilman. He currently serves on the Economic Development Committee, Intergovernmental Relations Committee, Sugar Land Development Corporation Board, and as the COSL representative on the HGAC Board and Transportation Policy Council. Prior to being elected to City Council, he was a member of the Planning and Zoning Commission for eight years, serving six years as Chairman, and is a 2015 graduate of the Sugar Land Regional Airport Academy.

Mr. Zimmerman is a Senior Consultant for Halff Associates, Inc., a Texas-based civil engineering consulting firm founded in 1950. He has extensive business experience, having served in senior management positions in a number of different industries. He is active in his community and has served on the Board of the Greater Fort Bend Economic Development Council (FBEDC), Fort Bend Chamber of Commerce, Literacy Council of Fort Bend and Fort Bend County Toll Road Authority.
Family
He and his wife of over 46 years, Nancy, have lived in Sugar Land since 1990 and are active members of Second Baptist Church Woodway. Their daughter, Allison, her husband Chris Wallace, granddaughter Emmy, and grandson Campbell live in Houston.

Cecil Willis, Jr. is a native Texan born in Comfort, Texas. Cecil grew up in San Antonio, Texas. He graduated from Texas A & M University with a B.S. degree in Horticulture in 1966. After graduating from Texas A & M University, Cecil went to work for the City of Houston Parks and Recreation Department for almost 6 years. He worked in the private sector in the landscape/maintenance field for 1 ½ years and then went to work for the Quail Valley Homeowners Association as its Executive Director where he stayed for 39 years until his retirement.
Cecil Willis is very active in the community, as well as governmental agencies. He has served as a Director on the Fort Bend County Fair Association Board since 1988 and was President of the Association in 1995. Mr. Willis served as a Director and president of Texas Association of Fairs and Events and has been with the Stafford-Missouri City Lions Club as an active member for 40 years.
Cecil enjoys being with his family, working in the yard, working with livestock and helping young people with their FFA and 4-H projects. His real love is Texas A & M football and any other Texas A & M function or athletic event.
Cecil was elected to the Fort Bend WC&ID #2 Board in 1976 and served until 1979 when he was elected to the Stafford City Council and served until 1995. He left the Stafford City Council for a brief time to pursue other aspirations and was re-elected to the Stafford City Council in 2000 and served as a councilman for the City of Stafford until November of 2020. Cecil was elected to the position of Mayor December 12, 2020.
Cecil has served both as a representative and alternate to the HGAC Board through the years. He continues to serve as an alternate to represent our Home Rule Cities’ interest. Cecil currently serves as Vice-chairman and an active member of the Fort Bend County Mayor/Council Association. Cecil is also actively involved as chairperson and member for several city committees such as the Parks Committee, Technology Committee, Legislative Committee and the Stafford Centre Committee.
Cecil was an integral part of the creation of SMSD, the 90A Mobility Project as well as the Stafford Civic Center, Stafford Pool and the Stafford Centre.

Naushad and his wife came to Sugar Land 25 years ago. Naushad has a long history of service to Sugar Land. They purchased a home in New Territory 25 years ago, prior to New Territory being annexed by the City of Sugar Land. Naushad and his wife, Narmin, have 3 children, all in college. His oldest son, Adam, graduated from Penn State University and is working on his Masters at HBU. His princess, Arianna, is studying at Austin College in Sherman, Texas; and his baby, Aaron, is a sophomore at SMU in Dallas. He started his career as a Trauma and Critical Care Nurse at Ben Taub Hospital. In 1997 he took his expertise to Methodist Sugar Land Hospital. After a career in the medical field, he transitioned careers and joined a mobile technology startup company in 1999. That company has since grown from its local roots to a national leader in the wireless industry, and Mr. Kermally serves as the Executive Vice President. Councilman Kermally is excited to serve the community in which he and his family live, work, and play. Councilman Kermally has worked on many different committees during his time on City Council, including Sugar Land 4B Corporation, Sugar Land Development Corporation, Economic Development Committee, and Finance and Audit Committee.
Orlando Sanchez was elected Harris County Treasurer in November of 2006, the first immigrant to be chosen county-wide by the voters for a non-judicial office. He served in that office until December 2016, overseeing Harris County’s multiple bank accounts, paying the county’s expenses and serving as an independent set of eyes in overseeing spending of county taxpayer dollars.
Sanchez came to Houston in 1962 when his father was hired by former Harris County Judge Roy Hofheinz to be one of two Spanish announcers for the Colt 45s Baseball Club and then the Houston Astros. Sanchez grew up in southwest Houston and graduated from Bellaire High School before joining the U.S. Air Force in 1976. After his tour he enlisted in the 147th Fighter Interceptor Group of the Texas Air National Guard at the then-named Ellington Field.
He graduated cum laude from the University of Houston with a degree in political science and embarked on a career as a public servant, first as a three-term Houston City Council member and then as Harris County Treasurer. Orlando was named the University of Houston’s College of Social Sciences Distinguished Alumnus. Orlando also sat on the Harris County Bail Bonds Board, is a member of the Board of Directors of Capital Bank, a life member of the Houston Livestock Show and Rodeo, the 100 Club of Houston and is a current advisory member of Volunteer Interfaith Caregivers-Southwest (VIC-SW), an organization that provides free one-on-one assistance to the frail and elderly in southwest Houston through a network of volunteers who provide services. He is a member of the University of Houston Foundation Board of Directors and is a former advisory member of the University of Houston Law School Foundation. In addition, he is a member of the Council on Foreign Relations and is a Fellow of the British–American Project.
In 1995 Orlando was elected to serve as a member of the Houston City Council. He was the first Latino immigrant elected to a city-wide position in Houston. He served three terms and helped his colleagues pass the first property tax cut in decades. Orlando also chaired the city’s International Trade Committee, the Legislative Affairs Committee and chaired the Cellular Tower Working Committee.
He has served on the Texas Attorney General’s Municipal Advisory Committee and was appointed to the U.S. Senate Task Force on Hispanic Affairs.
Orlando is married to Julye Vanessa Croix-Sanchez.
His daughter Aubrie M. Sanchez is a 2010 graduate with an IB from the Awty International School in Houston. She earned a BA in Anthropology from Boston University in 2014, a Master of Public Health from Northeastern University from 2017, a Master of Science in Forensic Anthropology from Boston University School Of Medicine in 2019, and is currently a candidate for a PhD in Health and Rehabilitation Sciences through the Bio mechanics Research Center at the Wexner Medical Center on the campus of The Ohio State University.
Jon Welch, Lamar Consolidated Independent School District Board Member, which covers 43% of Fort Bend County, was born in Houston, grew up in Sugar Land, and attended Fort Bend ISD schools. He earned a bachelor’s degree in Communications in college. He works in marketing and has lived in Fort Bend County for 38 years.
Jon credits his parents & several of his teachers with his passion for learning, his intellectual curiosity, and his interest in societal & cultural changes facing the nation today. On a more personal note, he enjoys books about history and biographies of memorable individuals. He also follows the Houston Astros & Houston Texans.
Mayor Allen Owen is Missouri City’s 10th mayor since the municipality’s incorporation in 1956. Mayor Owen and his family have lived in the City more than 36 years. He dedicates much of his time and expertise toward the development of a community where he and his wife of more than 50 years, Jane, raised their three children.
Owen was elected to the Mayoral position on May 7, 1994. Prior to that time he was a member of the Planning and Zoning Commission for five years and a City Council member for eight years, including serving as mayor pro tem.
Mayor Owen earned degrees from Southern Methodist University’s Graduate School of Finance and Banking and from Stephen F. Austin State University.
He has Chaired the 14 Metro Multi-City Coalition since 1994 and during that time the alliance renegotiated its contract with Metro three times; one of which allows Missouri City to receive half of its penny sales tax back to do mobility projects instead of having to apply for funding. The Coalition elects two of the nine Metro Board Members.
Mayor Owen has also served as Chairman of the Fort Bend Mayor & Council Association since 1994. The organization meets monthly to discuss issues that impact all of their cities, regardless of size.
Community Involvement
Mayor Owen has always been highly visible in the community that has grown to about 70,000 residents and thousands of businesses. He plays a major role in building a strong economy evidenced by Missouri City’s attraction of quality residential and commercial development.
Mayor Owen combines his position as retired senior vice president and Texas government liaison for Wells Fargo Bank of Texas with assuring he is available to hear and work with the City’s residents on their needs. He actively participates in numerous community activities, including tireless volunteer hours with the YMCA, United Way, March of Dimes, and many other organizations.

He serves on the boards of the FBI Citizens Academy Alumni Association, Fort Bend Chamber of Commerce, Fort Bend Women’s Center, Fort Bend Literacy Council, and the Fort Bend Community Justice Council. Mayor Owen is a graduate of the Federal Bureau of Investigation Academy (2014), the Drug Enforcement Administration Academy (2016) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (2017) Academy. He is also a lifetime vice president and director of the Houston Livestock Show and Rodeo, a lifetime member of the Fort Bend Fair, past president of the Texas 4H Foundation, and president of the Asian American Family Services Center.
Bill Rickert has served as County Treasurer for the last four years. He is a
conservative who values integrity and transparency. Bill Rickert is a
successful businessman and has taken on various leadership and volunteer
roles in Fort Bend County.

Jess Stuart was born and raised in Fort Bend County. He is an eighth generation Texas and a descendant of John and Randolph Foster, two names which are synonymous with Texas history. Jess is as graduate of Texas A&M University with a Bachelor of Science degree in Kinesiology. He currently serves as the Vice President of the Old Foster Museum and has been an active member of the Rotary Club of Richmond for over 10 years. In 2008, Jess was appointed as a member of the Fort Bend County Historical Commission and currently volunteers on the Historic Cemeteries Committee. Both Jess and Terri are lifetime members of the Fort Bend County Fair Association.
Terri Stuart is an Army brat born in Louisiana. She earned her Bachelor of Science in Psychology from the University of Houston where she was a writer for “The Daily Cougar” Student Newspaper. She is a former small business owner and has extensive experience with several nationally recognized non-profit organizations. Terri has been an active volunteer in Fort Bend County for many years with several charities including the Fort Bend Junior Service League, the American Red Cross, and the Fort Bend County Fair among others. She currently serves on the Board of Directors for the Rosenberg Railroad Museum.

It has been my distinct honor to serve the residents of Fort Bend County as a County Commissioner since January 1, 1997. I’m committed to ensuring that taxpayers’ money is spent as prudently and as efficiently as possible. Fort Bend County provides a great bargain for its residents. For an average of about $50 per month per home the county funds the entire Justice System, including all of the Courts, the District Attorney’s Office, Constables, Sheriff, and Jail. The county also funds a county-wide Road System, Library System, Drainage District, and Emergency Medical Services. I led the effort to reduce the county tax rate from the region’s highest of 66¢ to the region’s lowest of 44¢, saving county taxpayers over $1 billion. Some personal information about me:

A graduate of the U. S. Naval Academy, Annapolis, Maryland, Rick immediately pitched on the United States Olympic exhibition baseball team in Mexico. As a designated Naval Aviator he made numerous carrier deployments, held top leadership positions in carrier-based squadrons, and Pentagon shore assignments on the Joint Staff and the Secretary of the Navy’s staff. With a Masters of Science in National Resource Strategy from the Industrial College of the Armed Forces, he was the Senior Fellow on the Chief of Naval Operations Strategic Studies Group to develop innovative war fighting concepts for the 21st Century Navy. He has received numerous personal awards including the Defense Superior Service Award; Legion of Merit (3 awards); Meritorious Service Award (2 awards); and Navy Commendation Award.
Following transition from the Navy, he worked with several corporations as a senior consultant, VP and Senior VP focused on organizational and people improvement and development; integration of acquired companies; and training and human resource functions. He was a Chair for TEC International. Rick is the Founder and President of TREVANIONGROUP, LLC.
His political activity in Fort Bend County, Texas includes being a delegate in Senatorial and State Conventions, member of the 2008 and 2010 State Platform Committee, 2010 State Party Nominations Committee Chairman, Alternate Delegate-at-Large to the 2012 National Convention in Tampa, FL, a Precinct Chair, and Chairman of the Fort Bend County Republican Party from 2007 to 2011.
Rick has served on the Sugar Land Regional Airport Policy Board; three terms on the Rotary Board of Directors; Finance Chairman at Sugar Creek Baptist Church; Chairman of Rotary Veterans Tribute 2005, 2007 (The Legacy of Freedom) and Honoring America’s Heroes, 2011. He has three sons – a Navy Captain; a lawyer; and the youngest is in heaven. He also has three grandchildren. Rick and his wife, Treanne, reside in Sugar Land.
The seven-term lawmaker and longtime resident of Katy retired Jan. 1, 2015, ending a run that began with his election in 2001.
Callegari, said there will be a lot of things he will miss about being in the Legislature.
There are the people in the Legislature, there are those who work for them, and there is the goal of making Texas better than it was the day before.
“My motto is: Always do the right thing. I don’t play the political game,” he said. “I just tried to do the best thing for my constituents and Texas that I could. I am going to miss the interchange and the relationships with those people – the legislators and staff. I will miss the people a great deal.”

Charles recently moved with his wife Laurie of 20 years and their four teen aged children to Richmond after living in New Territory for 19 years. His many years of service to the Fort Bend community include positions as Lay Leader of Parkway United Methodist Church, Neighborhood Representative and then Board of Directors of the New Territory Residential Community Association and Fort Bend MUD #111 Director. Charles currently serves on the Board of The Arc of Fort Bend which serves citizens with Intellectual Disabilities.
Many Fort Bend residents know Charles through his Managed IT Services company, Preactive IT Solutions. Today his company provides IT Services to Engineering and Construction firms, but for many years provided computer services to consumers throughout Fort Bend under the name SugarLandPC.
Served on Rosenberg City Council from 1978 to 1989 and was Mayor of Rosenberg from 1992 to 1995.

Currently Rosenberg Housing Authority Director
A resolution by the Rosenberg City Council in the 1970s created the Rosenberg Housing Authority, which brought in federal funds for rental subsidies in the area. Today, it is still a federally-funded program, but the Housing Authority reports to the city, and the mayor appoints the members of the housing board.
Each year, the Housing Authority is given 340 vouchers to help low-income families with housing assistance, which Uresti said, can help change a family’s direction
Joy Williams serves as Vice President of the Lamar CISD School Board, where she has been a trustee since 2019.
A resident of Fort Bend County for more than 30 years, Joy has seen a tremendous amount of growth in the area and serves on the school board to help make a positive impact in her community.
She is a native Texan and a graduate from Texas A&M University, with a degree in Business Management and an International Business Certificate, with an emphasis in Spanish.
Joy previously worked in the energy industry for several years. She also was a Spanish teacher and Assistant to the Head of School, at a local school for students with learning challenges.
She enjoys being married to David Williams and mother to their son, Noah (Class of 2023) and daughter, Molly (Class of 2026). Noah attended Lamar CISD’s Dickinson Elementary, Reading JH and George Ranch HS, before he went to heaven on August 15, 2020, to be with his Lord and Savior, Jesus Christ.

Joy also dedicates her time serving at her church and she enjoys taking care of her family and playing tennis.
Andrew Van Chau is the principal and founder of Quo Vadis Strategies, a consulting firm that provides clients with specialized executive communications and crisis response services. He has over 20 years of experience in the oil & gas industry, serving in leadership roles in Houston (Texas), Anchorage (Alaska), Chicago (Illinois) and Europe.
Since moving his family to Fulshear in 2012 Andrew’s involvement in the community include serving as an Assistant Scoutmaster in Boy Scout Troop 1103, and as programs chair in the Rotary Club of Brazos River. He is a Board Director in the Fulshear Area Chamber of Commerce, and was appointed by the Fulshear City Council to the Fulshear Development Corporation Type A Board.
He also mentors tech startups in the Houston Region, and is an active member of Infragard Houston, a cybersecurity partnership led the FBI with business and public sector involvement. Andrew’s efforts are particularly focused on economic and workforce development initiatives in the Region.
Experienced real estate attorney and former General Counsel who provides companies with outsourced General Counsel services and provides in-house legal departments and law firms with overflow assistance in areas including real estate, business, bankruptcy and corporate law.
Before returning to private practice, Jim managed and directed the legal affairs and corporate governance of Hartman Income REIT, a fully integrated commercial real estate company with a portfolio of office buildings, retail centers and industrial properties. As General Counsel, Jim was involved in nearly every phase of the commercial real estate business. He worked closely with Hartman’s other department heads and provided legal advice and support to all of its business operations.
Jim’s primary practice areas are real estate, corporate, bankruptcy, business and civil litigation.
Chuck has devoted his career to public service with over forty years of law enforcement experience and is a Graduate of the Leadership Command College at Sam Houston State University. In 2016, he retired as Chief of Police from the Spring Branch ISD Police Department.

Chuck and his wife, Marcy, have been married for 31 years. They are members of Parkway Fellowship Church, have three children: Paige, Brian, and Kendall, and four grandchildren.
Ms. Humphries’ practice focuses on public law, with extensive experience in urban development and special districts. Ms. Humphries serves as general counsel and bond counsel to numerous political subdivisions. She negotiates with local, city, and county government officials regarding land development and zoning issues and is well-versed in State and local rules and regulations in those areas.
Education and Professional Background. Phi Kappa Phi. Ms. Humphries worked as a journalist and television writer in Australia for three years (focusing on sports) before returning to the U.S. and beginning her law career. She earned her law degree from Southern Methodist University (J.D., cum laude, 1982); Order of the Coif; Editor, Journal of Air Law and Commerce.

People come to Chick-fil-A from a variety of paths, and Quart Graves is no exception. Quart earned his undergraduate degree and his MBA from the University of Texas. By the age of 33, he was running a multi-million dollar polypropylene business for a major pharmaceutical company. Next, he joined an IT consulting company and within six months had become its president.
And then it happened. Quart heard about Chick-fil-A through a friend. Although he was happy in his corporate job—and was very good at it—Quart was interested in a new challenge to tap his leadership and management skills. The idea of an entrepreneurial opportunity was appealing to him. Two years later, he applied to be a Franchised Operator.
Elected to office in May 2010 and served the residents of Fulshear three consecutive terms until 2016. Mr. Kuykendall, a lifelong resident of Fort Bend County, has resided in the City of Fulshear since 2000. Mr. Kuykendall was president of the Fulshear Development Corporation from its inception in 2006 until 2016 and previously served the City of Fulshear on the Fulshear Planning Commission from 2002 to 2010. He modeled his service to Fulshear and guided his daily decisions as Mayor on the slogan “Fulshear deserves the best.”
Mr. Kuykendall graduated from B.F. Terry High School in Rosenberg, Texas. He graduated magna cum laude from the University of Houston with a Bachelor of Science in Civil Engineering. He has volunteered in various roles with the American Society of Engineers Houston Branch serving as president of this 3,000 member organization in 2007. He currently serves on the Texana Steering Committee for the Fulshear Campus and the Governmental Affairs Committee for the Fulshear Area Chamber of Commerce.
Mr. Kuykendall is a licensed Professional Engineer working as Vice President and Manager of CivilCorp, LLC’s Houston Branch providing civil engineering and surveying services to governmental, municipal and private clients. He recently moved his practice to Fulshear bringing with him a staff of 20 professionals in the engineering and surveying industry.
Mr. Kuykendall has been married to his wife, Rhonda, for 31 years. They have a 21-year old daughter, Alyssa, attending Texas A&M and a 19-year old son, Ty, attending Sam Houston. Rhonda has been active in volunteering with her children’s school, strengthening child abuse laws in the Texas legislature, and pursuing a photography career. Mayor Mary Rose Zdunkewicz was born in Lake Charles, Louisiana, but came to Fort Bend County at the age of two and has been a resident of Weston Lakes since 1985. She was one of the first “settlers” in Weston Lakes and has been a major contributor to the community by participating in public service, community development, business and volunteer activities, such as, her service on the Board of Directors of the Fort Bend Chapter of the March of Dimes. Mayor Zdunkewicz attended Lamar Consolidated Independent School District. She spent many wonderful years living in the town of Rosenberg. In addition to raising two children, Mayor Zdunkewicz was a small business entrepreneur, operating clothing and gift shops in Missouri City. She has worked as a real estate sales representative for many of the major builders and developers in Fort Bend County and the Simonton-Fulshear area, and Mayor Zdunkewicz currently holds a valid Texas Real Estate Sales License. She served for twelve years on the Lamar Consolidated Independent School District at a time when many of the plans and programs were put in place to respond to the steady growth in the population of Fort Bend County. She was elected to the office of Mayor for the City of Weston Lakes in the City’s initial election by receiving the most votes in that high voter-turnout election. Mayor Zdunkewicz has been married to Vic Zdunkewicz, her husband of 53 years, who has been the longest serving member of the Fort Bend County MUD 81 Board of Directors. Her two children and four grandchildren have all attended the local schools and are proud Texans. Mayor Zdunkewicz is a communicant at Guardian Angel Catholic Church.
Jeff Roberts elected Mayor in 2016. He previously served on City Council for 6 years and as Mayor Pro Tem for a portion of that time.
Mayor Roberts grew up in Fulshear and attended Sam Houston State University where he received his degree in Business Administration. He is co-owner of JW Roberts Company in Houston, where he has worked for twenty years. Mayor Roberts and his wife, Melissa, have four children and are members of Second Baptist Church 1463.
Melisa Roberts is a former educator, business owner and proud graduate of Lamar Consolidated High School.
She earned her bachelor’s degree from Sam Houston State University and a master’s in Education from the University of Houston. She taught Spanish and coached tennis at Terry High School and also worked in Fort Bend ISD.
A 27-year resident of Lamar CISD, she’s active in the Lady Bird Chapter of the National Charity League, Parkway Fellowship Church and participates in league tennis.
She and husband, Jeff, have four children in Lamar CISD schools.
Elected Mayor of Rosenberg in 2015. She previously served as Council Member At Large, Position 2 in 2011 and was re-elected in 2013.

DeLay was a strong supporter of the Contract with America, a Republican-initiated legislative agenda that included tax cuts and a balanced budget.

Among Wilson’s accomplishments are bringing the County Clerk’s office into the 21st century long before many of her peers throughout Texas were doing so.
Wilson was the first county clerk to pilot the electronic filing of court records using the State of Texas eGovernment web portal, and the second county clerk in the state to implement the electronic filing of real and personal property documents.
She was one of the first county clerks in the United States to have imaged every document recorded in the office from the 19th century to present time.
Wilson served as chair of the County’s Judicial Steering Committee 11 years ago, in which she was responsible for the oversight of the county’s $7 million integrated justice computer system and other projects impacting judicial stakeholders.
Wilson’s made an impact beyond the borders of Fort Bend County.
She’s the co-founder of the School of Law for Clerks at the University of Texas, and last year she piloted a new eFile system called TexasFile.

Wright retired Fort Bend County Sheriff and is married to Marian, who retired from the Texas Department of Criminal Justice a few years ago. They have two daughters, one of whom is married; and three grandchildren. The family attend St. Paul’s Lutheran Church in Rosenberg, where the sheriff served as president of the church board in 1998.
Wright spends a lot of time with community organizations, not as sheriff, but as a volunteer. He is past president of the Rosenberg Lions Club and a member of the Sugar Land Exchange Club. He is on the Literacy Council of Fort Bend County board of directors.
In his other spare time, Wright enjoys watching the Houston Astros and the Rockets, browsing the Internet and playing his favorite musical instrument, the accordian. The instrument, he says, helps relieve stress; he also plays the accordian once a month for the benefit of retired people, including those at nursing homes.
Elected as Rosenberg Councilor At Large, Position 2 in May 2015. Previously, she had served as Councilor, District 4 since June 2013.
Councilor Barta works as an insurance agent and has been a Lifetime Member of the Fort Bend County Fair for 20 years. She has been an active member of Calvary Baptist Church for 24 years.
Councilor Barta serves on the Rosenberg Development Corporation and the Parks and Recreation Board. In 2015, she served as Mayor Pro Tem.

On August 28, 2016, Ryan Johnson retired from the United States Department of Justice, Drug Enforcement Administration, after 25 years of service as a Special Agent. He recently became the manager of the Houston Forensic Science Center’s Digital and Multimedia Laboratory.

He began his federal law enforcement career shortly after graduating with a Bachelor Degree in Criminal Justice from Dillard University in 1990. In 1991, he was offered a Special Agent position with DEA. After graduating from the DEA Academy in Quantico, Virginia, he was assigned to the Houston Field Division Office.
Throughout his 25 year career, his enforcement responsibilities involved directing complex criminal investigations, conducting surveillance, working in an undercover capacity, writing and executed arrest and searched warrants, which led to the dismantling of multiple organized crime organizations. His Technical Operations responsibilities involved the instillation of wiretap intercepts, DNR intercepts, electronic tracking devices, and covert audio/video surveillance monitoring equipment.
In 1999, he implemented the first Forensic Multimedia Laboratory in DEA. The services provided are (audio/video/image) analysis, enhancement and authentication examinations. He also conducts voice analysis, using aural, spectrographic and biometric methods. He currently supports DEA’s domestic and foreign offices; as well as, other federal, state, local and foreign agencies. He has processed over 2800 exhibits from around the world. He has been qualified as an expert in various U.S. District Courts in all of the aforementioned forensic disciplines. He has lectured on forensics at the American College of Forensic Examiners, DEA’s Office of Investigative Technology, El Paso Intelligence Center, Organized Crime Drug Enforcement Task Force Conference, Texas Narcotic Officers Association and the National Technical Investigators Association.

Mandi Bronsell is the Community Relations Manager for the Precinct One Fort Bend County Commissioner. She has lived in Fort Bend County for over 35 years and in Lamar Consolidated ISD for 25 years.
She earned her Bachelor’s Degree in Business Administration from Sam Houston State University in 1997. She is an avid volunteer for many charitable organizations in Fort Bend County and serves on the Board of Directors for Behind the Badge Charities and the Rosenberg Railroad Museum. She has been married to her husband Chris, a Fort Bend County Sheriff’s Deputy, for 23 years and has three children who attend Lamar CISD Schools. She and her family are members of River Pointe Church.
Stephanie and her family have called Sugar Land home for over 10 years. Through her experience as a homeschool mom, God called her to become more politically active in her community. She is the co-leader of American Civics Community (formerly known as Salt & Light Biblical Citizenship) where she helps equip, educate and encourage Christians to become more civically involved in their communities. She is on the board of LifeHouse Houston which provides housing, help and hope to pregnant women. Stephanie is serving in her 3rd term as a Precinct Chair and has enjoyed working along side Bill to elect qualified candidates who represent the values of Fort Bend voters.
Linda first moved to Weston Lakes in July 1999 while working for a major national builder, retiring in May 2006 to travel. After living abroad in Perth, Australia and Paris, France, Linda looked forward to returning home to life in Weston Lakes and to being active in the community.
Linda has completed numerous hours of mandated State Coursework on Finance, “Texas Public Funds Investment Act”; “Open Meetings Act”; “Public Information Act”; and “What Oil and Gas Means for Cities”, etc. Linda holds Certificates in the mandated courses and extra-curricular courses with the State of Texas.
Linda completed NIMS course work which includes becoming Certified as an Emergency Response Team Member (CERT), and holds further Certificates in:
ICS 100, ICS 200, ICS 300 and 400, ICS 700, ICS 800 and the Finance Course, “Show Me the Money”. As a member of The Weston Lakes Emergency Management Team she has participated in numerous drills, Table Top Exercises, distribution of Emergency Packets to Weston Lakes homes, recorded minutes of the monthly meetings since 2009.
Today she is working with the POA, County, State (Rebuild Texas), and the Federal Emergency Management Administration as Weston Lakes recovers from Hurricane Harvey to document the Incident; process Development Permits; and help coordinate Debris Pick Up both with Ft. Bend County and private sector contractors.

Farmer, machinist, entrepreneur, statesman all describe this GEM of Fort Bend who was born and raised in the small, rural community of Fairchild as the son of a share cropper. Fort Bend County native Joe M. Gurecky has never called anywhere else “home,” and home, or Rosenberg, is definitely where this GEM’s heart belongs.
“Doris and I built a ‘starter’ home in Rosenberg in 1958, and we still live in that home today. Even though in the early part of our marriage I worked in Houston, I never thought of living anywhere else,” said Gurecky, who enjoyed a 27 year career with N. L. Baroid, an oilfield service company located in Houston. Even though he traveled to Houston daily along Highway 90A, this GEM stayed close to his roots. “My family ties and my ability to farm part-time for myself factored into why we stayed in Rosenberg,” recalled Gurecky. “To teach us entrepreneurship, my dad let each of my brothers and I farm a bit of the family farm. We rented land from my dad, used his equipment and paid for the oil and gas. What we made off of our crop, we kept as a profit.”

He currently holds the position of Chairman of Speed Cell Communications LLC, a high speed Internet company. Vogelsang is also President and CEO of National Satellite Publishing, LLC, publishers of Private & Wireless Broadband Magazine. He recently held the position of Vice Chairman & CEO of WSNet, the leading provider of satellite programming to the private and wireless cable industry throughout the United States.
He was the founder and president of National Satellite Programming Network, the first programming distributor for the private and wireless cable industry, as well as the founder of National Satellite Cable Association. Pioneering a new industry, Vogelsang managed the industry’s leading trade show and trade magazine since its inception, in which he sold to Bobit Publishing in the Fall of 1997. In December 1999, Vogelsang repurchased the magazine and trade show.
He was the founder of the first hotel pay per view company responding to impulse buy technology, Spectradyne. He was also a founder of Hospitality Network, the third largest hotel pay per view company in America.
Vogelsang is also a principal stockholder in Cable Health Care, a hospital pay per view company.
Mr. Vogelsang is a registered professional engineer with a BS degree with honors in mechanical engineering from the University of Texas and an MBA degree from the University of Dallas.
Missouri City Resident Ed Biles, a football coach in the National Football League (NFL) from 1974 until 1983, finishing his career with the Houston Oilers as their head coach. Over his ten years of coaching his teams compiled a cumulative record of 72-73-0. During his career he was the head coach of the Houston Oilers from 1981 until the 1983 season. The Oilers went 10-31-0 during their three seasons with Biles as head coach. During the 1975 season as the defensive coordinator of the Houston Oilers he coached Robert Brazile to the AP Defensive Rookie of the Year.
